The Kushavati District Collectorate serves as the central administrative authority, led by the District Collector who oversees overall governance and administration. The Collector is supported by Additional Collectors, Deputy Collectors, Sub-Divisional Officers, TalukaMamlatdars, Section Officers, and clerical staff. The administration is organized into specialized sections managing governance, law and order, revenue collection, and public services. The Collectorate administers all four talukas—Dharbandora, Sanguem, Quepem, and Canacona. This structure ensures decentralized and efficient service delivery across the district’s diverse regions. Currently, the Collectorate of Kushavati is functioning from the South Goa, as the new Collectorate is under establishment.
Confidential and Vigilance Section
The Confidential and Vigilance Section in Kushavati District manages all confidential and secret correspondence within the office. It assesses confidential reports for all Group ‘C’ and ‘D’ employees, while also handling RTI matters, Officers complaints, vigilance enquiries, and investigations in accordance with the Central Civil Services Rules, 1965, and Conduct Rules.
Addl. Collector-I, Section
The Additional Collector-I Section in Kushavati District manages appeals under the Goa Land Revenue Code, 1968, and the Mines and Minerals Act, 1957. It prepares monthly statements tracking cases related to Land Revenue Code appeals, mining appeals, and revisions, while also handling registration of Land Revenue Code cases—including mining matters and revision proceedings—and maintaining comprehensive case registers for these appeals, revisions, and mining appeals.
Addl. Collector-II, Section
The Additional Collector-II Section in Kushavati District handles judicial and regulatory matters from the High Court and District Court related to the SARFESI Act, 2002. It manages cases under the MCA Act, Land Revenue Code (LRC) Act, Mining Act, and ECA proceedings, while overseeing the CMS Portal and PGRAS operations along with preparation of monthly and quarterly online reports. The section also performs attestation duties.
Establishment Section
The Establishment Section in Kushavati District comprehensively manages human resource functions, overseeing appointments, promotions, transfers, and all other service-related matters for Group ‘C’ and ‘D’ employees across the Collectorate and Taluka offices. This section also prepares pension cases while meticulously maintaining critical records such as service books, leave accounts, personal files, and related documentation for all administrative staff.
Mamlatdar In Collectorate – 1 KD (Election Branch)
The Election Section in Kushavati District oversees the conduct of various elections, including LokSabha, Legislative Assembly, ZillaPanchayat, Panchayat, and Cooperative Society elections. It also manages the electoral roll and issues voter photo identity cards.
Revenue Section
The Revenue Section in Kushavati District comprehensively handles land records, L.R.C. grants, CRZ matters, cumeri cultivation, land conversions, recovery of government dues, census operations, agricultural tenancy issues, and eviction proceedings. It also manages Wildlife Act cases, demolition of illegal religious structures, demolition proceedings, Forest Rights Act, 2006 (FRA) matters, land rehabilitation, government land transfers, land record computerization, encroachments on public premises, illegal constructions and heritage site protection.
Additionally, the section oversees regularization of unauthorized structures under the Unauthorized Construction Act, 2016 & Policy (RUCA), transfers under the Agricultural Land Transfer Act, 18 of 2023, and land grabbing cases.
Magisterial Section
The Magistrate Safety Section in Kushavati District enforces key legislations including the Arms Act, Cinematography Act, Explosives Act, Motor Vehicle Act, Foreign Contribution Regulation Act, Press and Registration Act, and related statutes. It handles law and order maintenance, issues film shooting permissions, regulates hoardings, manages transport of deceased persons, and addresses other public safety concerns across the district’s four talukas.
Civil Administration Section
The Civil Administration Section manages comunidade matters, government accommodation, registered devasthans, natural calamities, and disaster management plans, while organizing celebrations for National, State, and District-level functions along with certification of related invoices.
It handles miscellaneous matters including Devasthan matters, Bravery Awards, Kabir Puraskar, National Communal Harmony Awards nominations, Dr. Ambedkar Merit Scholarships for SC/ST students, PM Award for Excellence in Public Administration, Sarkar Tumchya Dari initiatives, Har Ghar Tiranga campaign, Saobhavaua Divan celebrations, welfare schemes under the Guardianship Act for persons with disabilities, and property disposal for deceased overseas citizens and seamen, monitoring the referrals of Indian Citizenship on the portal of ministry of home affairs, Good Governance.
The Section coordinates the implementation of major schemes such as the Pradhan Mantri Dhan Dhanya Krishi Yojana (PMDDKY), Nasha Mukt Bharat Abhiyaan (NMBA), Jal Jeevan Mission, and Jal Shakti Abhiyan.
Land Acquisition Section
The Land Acquisition Section manages all land acquisition proceedings under the Land Acquisition Act, 1894, for public purposes initiated by government departments, societies, or companies.
DMC Section
The Disaster Management Centre (DMC) Section addresses comprehensive disaster preparedness and response across Kushavati District.
It manages dilapidated buildings/structures, implements AI-based Wireless Disaster Detection systems, coordinates Humanitarian Assistance and Disaster Relief (HADR) activities, conducts all types of mock exercises, allocates disaster management funds, handles Chemical, Biological, Radiological, and Nuclear (CBRN) incidents, addresses mining accidents, oil spills, and PCB contamination, processes natural calamity claims, oversees Incident Response System (IRS) operations, maintains NDMIS, IDRN, and PGRN portals, and manages floods, earthquakes, heatwaves, and fire emergencies.
Judicial Section
The Judicial Section addresses key legal and grievance redressal functions within the district administration.
It also handles document adjudication under the Indian Stamp Act, and conducts JantaDarbar sessions. The section manages daily disposal of offline and online public grievances received through State and Central portals, issues Stamp Vendor Licences, and oversees cases under the Forest Act, Mamlatdar Court Act, Essential Commodities Act, Mining Act, and revisions under the MCA Act.
Accounts Section
The Accounts Section prepares the district budget, compiles audit reports, manages fund allotment and control, processes MPLAD schemes, contingency bills, medical reimbursements, T.A. bills, and staff pay bills. It oversees procurement of materials, office purchases, and ensures proper disbursement of government funds.
(DRO) Recovery Section
The DRO Recovery Section handles recovery of dues from banks, corporations, and institutions under the Goa, Daman & Diu Public Moneys (Recovery of Dues) Act, 1986.
MPLAD Section
The MPLAD Section manages the Members of Parliament Local Area Development Scheme for both LokSabha and RajyaSabha constituencies, receiving project proposals from MPs, processing technical and administrative approvals, and monitoring works along with fund records.
Inward/Outward Section (Attached to Establishment Section)
Attached to the Establishment Section, it receives all non-secret correspondence, records details in the Inward Register, forwards to concerned sections, handles dispatch of letters, and maintains the Outward Register.
Deputy Collector KD – 1 and Mamlatdar In Collectorate-II, KD Goa
This office manages functioning of taluka-level flying squads including monitoring and reporting, receives complaints, coordinates District Level Flying Squad (DLFS) inspections, issues show cause notices/stop work orders, ensures physical service of communications with police coordination, and follows up on compliance.
Deputy Collector KD – 2
Handles registration of delayed births & deaths; major & minor minerals including sand mining supervision, quarrying leases, illegal extraction, environment clearances, mineral transportation; enemy/evacuee properties; environment protection & waste management; defence land; health & sanitation matters; e-District portal; telecom policy & mobile towers; animal welfare; Swadesh Darshan 2.0 &Vishwakarma schemes; scrap yard issues; noise pollution regulations including permissions for loudspeakers, processions, events, temporary stalls, and related complaints.
